The land the libraries stand on, the buildings, the air rights, and development rights are all owned by the City of NY, right? Unless of course they've been sold to a third party.<br /><br />The City divides management of the libraries between the NYPL, the BPL and the QPL. The mayor's office appoints the top managers of each library system. Each library system are separate entities and hire their own staff, right?<br /><br />The City contributes some funds to each of 3 library systems for operating expenses but it's not a high percentage of the funds available to each.
